PhD in Political Science by the Autonomous University of Barcelona (UAB), he has been director of the Institute of Advanced Social Studies (IESA-CSIC), professor at the Faculty of Political Science and Sociology of the UAB and research director of the Center for Sociological Research (CIS).

He investigates mechanisms to incorporate citizen preferences in public policies through different instruments such as referendums, elections, surveys or citizen juries.

He has published articles and books on these topics, including Ciudadanos y decisiones públicas (Ariel, 2001), Participatory Democracy in Southern Europe (Rowma n& Littlefield, 2014), Qué sabemos de las encuestas (CSIC, 2016), Por qué la gente odia la política (Catarata, 2016) and Cómo votamos en los referéndums (Catarata, 2014).
